Yep, standard Vargas start vs. the A’s. I’m surprised Ervin Santana is pitching tonight. You’d expect him to go to the Atlanta pitching coach and say “Dude, check my record against Oakland, let’s juggle the rotation so I can face them.”
RoS projections based on 8 projected starts for Vargas and Guthrie and 28 innings for Chen are pretty close to meaningless. Their overall projections (Vargas 3.88 ERA, Guthrie 4.46 ERA, Chen 5.80 ERA) are a better read into the quality of pitchers they are.
Their overall projections include their stats already this year. So yes, Vargas will almost certainly finish the year with the best ERA. But the RoS project their talent going forward. And they view them all very similarly.
As for Vargas, it seems like another issue is that ZiPS projected him for a 4.71 ERA/5.01 FIP at the beginning of the year. If you think that projection is reasonable, then sure he looks like Guthrie or Chen. I don’t, because he hasn’t come close to being that bad since before becoming a full time starter five years ago.

I still see in Vargas a guy who’s xFIP has hovered throughout his entire career around 4.5. He’s had lower than average HR rates but he’s also played in SEA and LAA. The dude has killed the A’s but I simply don’t see a good pitcher in there. I see an average one.

No RoS projections aren’t good measures of talent. They measure what they explicitly say they measure: projections of production over an increasingly smaller sample size throughout the season. As the projected sample gets smaller as the season wears on, you run into statistical issues when you try to extrapolate that into a projection of true talent.
