Really? I’ve never had any location issues with mlb.tv/Chrome (even when trying to fake them out with proxies). Are you behind a firewall?
Could also be something involving his browser privacy settings or extensions.
I couldn’t get anything to work, with or without proxy settings.
I set up a Japanese VPN and now it works great in Chrome; speeds are fantastic. Should work for the local games, too.

They were used for access to the temporary seats that were put up for Raiders games in the original 1960s-1970s stadium configuration. I have no idea why those spaces have never been put to a better use.

Original Coliseum configuration with the east-side football bleachers installed in front of the baseball bleachers following the conclusion of baseball season. The ticket-holders on that side had to descend those steps to a walkway at the edge of the field and then climb the bleachers to their seats.

I suspect they may have some residual obligatory safety requirement attached to them…if you ever listen to the incredibly long recorded “what to do in a disaster” message they play an hour or so before each game, many of the lower sections are directed to go on to the playing field, after which I presume they’d leave the field via those concrete steps, since the small aisles from the lower box sections aren’t big enough to funnel thousands of people.
Also as a practical matter there’s not much room to put viewable seats there now, sandwiched between the original bowl and the post-95 bleachers.
I would hate to be going up or down those steps in the event of a disaster….it’s bad enough when it’s just the rush for a good place to watch the fireworks. Probably better to exit the field through the tunnel that Stomper, etc. emerges from. That’s also a pretty steep climb, but not quite as jostle-ish.
No doubt. If the concrete’s a-rockin, I’m planting my butt on 2nd base until everyone else has left. But my guess is that those stairs are still incorporated into the official disaster egress plan, whether or not that’s desireable.
The first thing you would have to do is knock down the outfield fence to allow the hordes on the field access to the steps.
Come to think of it, the other thing they would still be used for is when you have on-field seating for concerts. This is Day on the Green 1979 (Journey) but I know Kenny Chesney played there last year.
True fact: my father used to work for a company that took care of construction of sets for this and other stuff.
In fact, that’s how I saw my first two shows: Willie Nelson in the Astrodome (almost no memory of the music itself) and Pink Floyd in the Coliseum Arena.
